The science of public administration has witnessed great development in recent years and has adopted new, integrated and consistent concepts characterized by simplicity, clarity and flexibility to confront the variables of the current reality. The concept of institutional excellence has become one of the main elements of management in all its types and fields. Countries of the world as a guide to raising the level of governmental and non-governmental performance. The study dealt with by shedding light on the theoretical and conceptual framework of institutional excellence and then identifying the standards of institutional excellence in one of the most important models of institutional excellence, which is the European model (European Foundation for Quality Management). This resulted in drawing conclusions. And proposals, perhaps the most prominent of which is the importance of each country creating its own models of institutional excellence that suit its circumstances and the nature of its people.
